Summary
The Food and Drug Administration’s (FDA) Center for Tobacco Products (CTP) regulates the manufacturing, marketing, and distribution of tobacco products. Our goal is to reduce the harm from all regulated tobacco products across the entire population, including: reducing the number of people who start to use tobacco products, encouraging more people to stop using these products, and reducing the adverse health impact for those who continue to use these products. CTP's actions have significant public health and consumer protection impact and are among the most important issues faced by the Agency in its long and distinguished history.
The Center for Tobacco Products (CTP) is responsible for implementing the Family Smoking Prevention and Tobacco Control Act. This law gives FDA authority over tobacco products by adding a new chapter to the Food, Drug, and Cosmetic Act. The Tobacco Control Act gives FDA the authority to regulate tobacco products and manufacturers based on the best available science and CTP is responsible for both assessing and fostering that science-base. CTP's actions have significant public health and consumer protection impact and are among the most important issues faced by the
Agency in its long and distinguished history.
This position is located in the Department of Health and Human Services (DHHS), Food and Drug Administration (FDA), Office of Medical Products and Tobacco, Center for Tobacco Products (CTP), Office of Science (OS), located in Beltsville, Maryland.
Responsibilities/Job Duties:
  • Collaborates with IT project managers (PMs) and/or serves as an IT project manager (PM) and contracting officer representative (COR) for various CTP IT initiatives.
  • Providing government oversight to contractors for IT projects, monitoring and reporting on contractor performance.
  • Plans and executes all facets of project management to include day-to-day management and oversight of multiple, concurrent IT projects.
  • Develops project plans and cost estimates, including ongoing cost estimates for each FY, to include products
(e.g., hardware/software/licenses) and services (e.g., contractor support).
  • Evaluates and recommends the adoption of new or enhanced approaches to delivering IT products and/or services.
Qualifications:
In order be eligible for the position of IT Project Manager, (GS-2210-12/13), you must meet the following requirements:
Basic Requirement: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Minimum Qualifications Requirements:
GS-12:
Have one year of specialized experience, equivalent to the GS-11 in the Federal service or public and private sectors private sectors, performing, monitoring IT project task/milestone status, gathering customer IT solution requirements, integrating requirements into a comprehensive IT project management plan.
GS-13:
Have one year of specialized experience, equivalent to the GS-12 in the Federal service or public and private sectors, developing projects, managing all phases of IT programs, projects to cost, schedule, and scope; applying risk management; managing multiple projects with competing deadlines; and collaborating with project stakeholders.
